Angola, a prominent player in Africa’s oil production, is poised to maintain a consistent output of around 1.1 million barrels per day in 2024. Amidst the progress of billion-dollar gas initiatives, advancements in the renewable energy, power, and infrastructure sectors are also underway, with several projects anticipating a commencement in 2024.
Cabinda Refinery:
The initial phase of Angola’s Cabinda Refinery, an integrated modular oil refining platform, is slated to commence production in 2024. Initially generating 30,000 barrels per day (bpd), production capacity will later peak at 60,000 bpd. This facility is expected to fulfill up to 10% of the country’s fuel demand.
Angola Green Hydrogen:
In a groundbreaking move, Angola’s green hydrogen project is set to commence production and export green hydrogen to Germany in 2024. This project, the first of its kind in Africa to supply Europe, is powered by hydroelectricity. Developed by national oil company Sonangol in collaboration with German firms Gauff and Conjuncta, the 400 MW project aims to produce up to 280,000 tons of green ammonia annually.
Cameia-Golfinho Fields:
French major TotalEnergies is progressing with the development of the Cameia and Golfinho fields, situated in the Kwanza Basin offshore Angola. Following a Memorandum of Understanding with Sonangol in May 2023 and the inclusion of Malaysia’s Petronas, a final investment decision (FID) is expected in early 2024.
CLOV Phase 3 Project:
TotalEnergies, operating in Block 17, is working towards the first production at the CLOV Phase 3 project by 2024. This phase involves a five-well expansion that will boost production by 30,000 bpd at existing fields. The project extends the subsea network and connects to the CLOV Floating Production, Storage, and Offloading (FPSO) system.
Barra Do Dande Ocean Terminal:
The completion of the Barra Do Dande Ocean Terminal, located in the Bengo province, is on track for July 2024. Valued at $642 million and 63% complete as of September 2023, this terminal supports the country’s oil industry.
Luena Solar Park:
Scheduled for completion in 2024, Angola’s Luena Solar Park is under construction. Developed by Sun Africa and MCA Group, the park boasts a capacity of 26,906 MW, consisting of 42,560 solar panels, contributing to significant fuel savings for the country.
Soyo II Combined Cycle Power Plant:
The Soyo II Combined Cycle Power Plant is expected to commence construction in 2024. In the permitting stage, this 500 MW project, equipped with four gas turbines and two steam turbines, is set to begin production in 2025.
Begonia Oilfield Development:
The Begonia Oilfield, the inaugural development in Angola’s offshore Block 17/06, is on track for first production in 2024. Operated by TotalEnergies, the field aims to produce up to 30,000 bpd using a standardized subsea production system.
Onshore Bid Round:
As part of the six-year licensing round initiated in 2019, Angola’s National Agency of Oil, Gas, and Biofuels opened a public tender for the allocation of 12 onshore blocks in the Kwanza and Congo basins in September 2023. The results of the round are scheduled for announcement on March 19, 2024.
Azule Energy’s Block 18 and 31:
Azule Energy, a joint venture between Eni and bp, is advancing exploration in Angola’s offshore basins. In 2024, the company plans to make a Final Investment Decision (FID) for Block 31, utilizing a Floating Production, Storage, and Offloading (FPSO) unit to develop three reservoirs. Additionally, Azule Energy will conduct well drilling activities in Block 28 in the Namibe Basin in 2024.
