Luis Fernandes, as the General Manager of the Petroleum Derivatives Regulatory Institute (IRDP) of Angola, plays a crucial role in the growth and stability of Angola’s energy industry. His strategic leadership at the IRDP, commitment to infrastructure development, and focus on investment initiatives position him as a driving force behind Angola’s efforts to achieve energy security, decarbonization, and sustainable development in the downstream sector.
His leadership extends to regulating the quality of products imported and marketed in the country, managing energy pricing, and optimizing infrastructure efficiency. Fernandes has played a huge part in expanding the country’s downstream sector as part of an agenda to reduce reliance on energy imports while ensuring security of supply through the use of local resources.
Under Luis Fernandes’ leadership, the IRDP is actively driving the expansion of Angola’s refining capacity through large-scale projects including the build-up of three new refining facilities in Cabinda, Lobito, and Soyo, along with the upgrade of the Luanda refinery.
Fernandes also drives Angola’s various efforts aimed at driving new investments in key areas, including the establishment of new privately-owned petrol stations, lubricant production plants, butane gas piping networks in buildings with more than five floors, and gas filling facilities. These initiatives aim to improve the distribution of fuel and other oil derivatives in Angola, fostering economic growth and sustainability.
